Abstract

Teaching with cases is an important aspect of emergency management and homeland security (EMHS) education. This method illuminates the content and practices of leading during crises. Using cases in teaching ethical decision-making supports complex discussions within the safety of a learning space. This article introduces a standard framework for a pedagogical methodology, a teaching case, to support the use of cases in EMHS ethics education. Teaching cases emphasize instructional activities for student learning, while case studies analytically examine a case to develop scholarly knowledge. A teaching case standard framework promotes the efficacy and rigorous use of cases in learning spaces to advance high-quality EMHS education.

Jennifer Classen

Jennifer Classen, PhD., is a postdoctoral fellow in the Building a Culture of Resilience Lab at Dalhousie University in Halifax, Nova Scotia. She received her PhD. In Learning, Design, and Technology from The Pennsylvania State University. Her research focuses on learning in school and community crisis leadership and resilience. She draws on sociocultural and organizational learning theories to examine how practices for crisis resilience are developed between people and formally integrated into organizational routines and artifacts. Previously, Classen was a high school teacher, district instructional technology coach, and instructional designer at a local public media station.

Joshua McDuffie

Joshua McDuffie is a doctoral candidate in the Civil and Environmental Engineering Department at Vanderbilt University. His academic focus is on improving disaster preparedness for vulnerable communities, developing hazard-mitigation strategies, and promoting risk-informed decision-making through inclusive communication. With a strong commitment to enhancing public safety and resilience, he conducts research to reduce the impact of natural and human-made disasters. His work combines elements of behavioral psychology and engineering with community engagement, striving to create safer environments and more resilient societies through innovative engineering and strategic planning.
